Yes, it's working as designed. When the vehicle is turned off it cuts off the power to charge the phone and the phone will run on its own batteries until it dies.

That's too bad. The older CPT kits would turn off and on with the ignition. It's a pain in the next to turn the phone on everytime I start the car. Oh well.

I don't have an 815, but I do have it's cousin, the 710, so the settings might be similar. In my v710, you go to Settings/Car Settings, and can adjust the "Power-off Delay" and "Charger Time". See if that helps.
