Can't change AMP fuse without disconnecting the battery...this normal?

Can't change AMP fuse without disconnecting the battery...this normal?

This has me stumped, I could have sworn I could change out my amp fuse without having to disconnect my battery (which is a MAJOR PAIN IN THE ARSE ON X5's). Anyway, I went to put a new fuse in my Hifonics mono amp and I got the spark fest and now need a new fuse.

Is something hooked up wrong or is this normal behavior?
