The language options are controlled by the coding of the vehicle. Ask your dealer if they can recode it for the language you prefer.

You might be able to burn a DVD and replace the EN or DE folder with the dutch files.
For example, our X3 has German, English and (I guess) French as options on the navi menu. But the DVD has folders for those three, plus Italian and Spanish (and maybe other?). The first thing I did was get rid of all language packs except German and English. I though about replacing the French folder with the Spanish language pack, just for fun (we're Portuguese > ), but didn't try it.
