That is not a 'safe' mode. It is not generated by the nav,

That is the TV tuner generating the graphics, when the TV tuner detects thast no navigation system is present (because the nav has been removed, or it has crashed).

'monochrome' means black and white.
'blue and white colours only' is not monochrome, it is colour
