Should the fan be turning?

Had some difficulty on a recent trip to Paris with the sat nav (MK4). System kept rebooting every few minutes. I pulled the box out of the boot and noticed the fan on the rear of the box was not turning. Is this normal and could the system be over heating? It was 29 degrees outside at the time. Cooincidence?

Can this be repaired or replaced as a DIY?
