It's rare. But I can understand what u mean by shutting the entire city down. One of the jokes a speaker made at the UNC orientation program for admitted students was:
"Chapel hill is a great location. You're 2 hours from the mountains, and 2 hours from the beach. So in the summer, you can head down to the beach and get a nice tan. In the winter, you can watch the southerners try to drive in the snow." :rofl:
My uncle/aunt live in Portland, OR. It usually rains there and rarely snows. But since they have no snow removal, they say its basically impossible to get around when it does snow. They live on this bigass, steep hill (Forest Park I believe), and I can imagine how bad it would be with 2" of snow/ice and no snow removal :wow:. They do rely on their X5 during such times, since their 330i is shod with summer sports tires.
