isn't it some sort of law that the Federal Gov't can not get involoved until the State and Local Gov't requests the aid? :dunno: wasn't it the State and Local Govt' that failed to make that request right away? :dunno: wasn't the State and Local Gov't advised a few years back that there evacuation plan would not work?

Not a Bush supporter by any means, but you're right in all those accounts. EVERYBODY -- starting with the local and state governments and going ALL the way to the very top of FEMA and Homeland Security (which oversees FEMA now) failed.
