Most drivers do not know the meaning of Merge. They don't know that you are suppose to MAKE a space for the merging traffic not CLOSE the space. Merging traffic is suppose to use the merge lane to speed up and match traffic speed before cutting into it. Too many times cars will drive right to the end of the merge lane and come to a dead stop because there are no gaps. Now it's impossible to merge in without holding up traffic. It's a no win situation.

I'm an advocate of mandatory retesting for DL renewals. Or at least a big discount on your insurance if you voluntarily retest.
