Please help me to understand homeland security at work. Among the supposed targets were the American society of young musicians, a bourbon festival, an insect zoo, Old McDonald's petting zoo, a shop called Amish County Popcorn and a theological seminary.

The last paragraph kind of explains it. The list was submitted by state and local governments that were clueless about what the criteria were. Also, to add my editorial, states and local governments want a big slice of that DHS budget so they have an interest in making themselves seem like targets.

On a related note, I know/work with a guy who is assigned to a DHS funded terrorism task force and he tells me about some of the garbage that he has to follow up with as "risks". For example, a concerned citizen called in the suspicious behavior of his/her "Arab looking" neighbors. Their "suspicious behavior"? They kept their curtains or blinds closed. What a waste! It's also like during the Anthrax scare. People were calling in to police departments to ask them to come over and dispose of mail or packages they weren't expecting (Throw it away then! ) and some even called to ask an officer to come over and open their mail for them.
