Every state is different Ben, i.e. in AZ I ordered mine online and they showed up 5 weeks later. The cost is an additional $25 per year.

For CO:

Colorado Revised Statute 42-3-114 (2)

Issued to vehicles that are designed to carry passengers. Personalized plates are issued to passenger, motorhome, light truck, trailer, recreational truck, motorcycle, farm truck, farm tractor, gross vehicle weight (GVW) truck, and gross vehicle weight (TVW) tractor. Additional charge of $35.00 upon application and $25.00 additional each year thereafter. Personalized plate configuration must be at least two (2) positions and no more than seven (7).

FYI, I seen a Personalized plates of X5World in Southern Cailfornia. The X5 was Black. Didn't get a chance to give him the X5 LOOK. lol.
