New Nav

I just purchased a new navigation. I read another thread were somebody used a disc to stick the navigation to the dashboard. When placing my navigation, it came with a dashboard disc, however, when I went to stick it on, it did not hold. I cleaned the area prior to putting it on. It does not stick and I am not sure what I can do. The navigation also came with an arm that is supposed to suction onto the disc to hold the nav. Instead, I used the suction and put it onto my windshield, right under the rearview. I was not sure if this was okay to do because the directions did not show or list the navigation as being attached on to the windshield. I was wondering if there was another way to stick the navigation onto the dashboard or anywhere else because I do quite a bit of driving in California, and I heard that it is illegal to have any object sticking to the windshield. Any suggestions are greatly aprreciated. Thanks in advance.
