I hardly think it is the schools responsibility unless it's being done on a school-owned computer, otherwise they could have some legal issues, I too take the stance on download music as most other college students do

This is not the answer, it's only going to run them deeper underground. Bittorrents are going to catch on even faster, at least with limewire they could watch what was happening, Torrents can be very difficult to track down and impossible to stop.
