What one person in the county speaks a different language and that makes it a second language? Does it require you are fluent? Did it require the majority of the citizens in the county speak the language? Doubt it...remember 99.9% of statistics are made up on the spot

I am French, I came to this country on my own 9 years ago, nobody forced me to come and now I want everybody to speak my language and I want all the documents to be written in French too.
