This is news to me and contrary to what I have seen. FIOS will cap your upload so will a YIPES connection (that my company uses)

The ping times are insane for that test (< 2ms). I am guessing the test server is in the same building as the desktop/laptop

I had 24MB but moved to a new house were they currently have 2mb top. They are almost done with their fiber optics here tho so I will be faster then 24mb soon.
