Bush and Cheney only agreed to answer questions from the 9/11 Commision if it was NOT under oath and was behind closed doors. And there were rules too. They were not allowed to record (no stenographer) the testimoney and only 2 commission members were allowed to be present, and they too were not allowed to write anything down.
