No. I'm saying that instead of handing everything off to contractors and making this into a huge profit making scheme with lots of red tape and paperwork to go through, FEMA should be more directly involved in what is happening. There is no need to use "contractors" for this sort of thing. "Contractor" is a fancy name for "middle-man". FEMA should be acting as the main contractor and should be the ones directing everything the way NASA did in the 1960s when we were trying to get to the moon.
Yes, you will obviously still need contractors on some level, but the way it is being done now, there are multiple sets of middle-men on each kind of project, while FEMA sits back in Washington and does squat. No wonder nothing gets done down there. It's been 2 years, and from what I have heard from a friend of mine who travels there quite often on business, barely anything has been fixed.
