Keep in mind that Balco was using the synthetic steroid in their nutritional supplement secretly to make a name for themselves prior to doping athletes with the "Clear" product.
There are athletes who used these supplements which did contain steroids without their knowledge. Think about it this way...How do you make a splash in the crowded nutritional supplement industry? Make one that really gets results by adding a secret ingredient (undetectable steroid). Once Balco made a name for themselves someone got greedy and decided to market "Clear" as a cream, injectable and oral steroid behind the scenes. Remember...I'm a Bay Area LabGuy. I know someone who worked at Balco.
