Yes. They know it is bad, but don't know how bad and don't know the specifics of what problems it can cause.

I have news for you. Cocaine is not that hard to come by for many of us. Yet, we don't all go running out to buy it. And the reason is not because it's against the law. The reason is that we know it is bad for us.
I don't see cocaine being any more of a problem than alcohol currently is.
Wouldn't it be nice to eliminate 75% of the murders and violence in Baltimore by eliminating the illegal drug trade that causes it? Wouldn't it be nice to eliminate 50+% of the prison population who are in prison for drug-related crimes?
If making it illegal did not work with alcohol, then why are we so stubborn to not see the same failure with other drugs? If we are consistant in our policies, then shouldn't we handle cocaine and marajuana the same way we handle alcohol and tabacco?
