That's cuz VA is special. It has stupid ticket fines, police that do their very best to pull you over, traffic that can drive a man mad, and politics that's just as screwed up as Maryland's. You also can't use a radar detector, pay property (or car tax, I dunno) taxes on your car, and need to have a front plate. On top of all that, Virginia drivers are almost as bad as MD drivers, and there are zillions of "historic" restored cars that have the customized plates, which spit out slightly less pollution than a dump truck.

Sometimes I think it's a pity VA gets a bad rap for being a poor driving state. It really is, but once you get off the main routes, the state is so big that it's clearly obvious that there won't be any state troopers checking your speed. The southern half of the state is pretty close to a driver's heaven. NC has lax enforcement, but the pavement quality quickly deteriorates once you see "Welcome to North Carolina".
