The funny thing is, if this happened in California, the rightful owner could probably walk in and claim his plants legally and walk out with them.

As Bo stated, California is the first state to actually have some common sense. Even though weed is still illegal on a federal level, on a local level is it perfectly legal assuming you have a doctor prescription.
We have stores all over California where you can go in and buy marijuanna legally, same as if you were picking up a bottle of alcohol (just with a little more security and they check your prescription ID.) You can buy it as food (edibles), you can buy plants, and every type of strain of weed you can think of. You can buy pre-rolled joints, you can buy puna butter that you can then use to cook with at home..

The cool thing is, since Marijuana is generally thought to be a panacea for all pains, aches, etc. You can basically get a prescription for it for any pain. Headaches, back pain, etc.

Now most doctors won't prescribe it so you need to go to a specialist which costs about $175 cash. You walk in, answer some basic medical questions and voila, you have your scrip that lasts a year. (So i've heard.)

Now the Federal gov't will sometimes bust the stores and the growers but they don't bother the end users. The state has 100% legalized it though. If you have a scrip, the cops can't arrest you unless you are doing something stupid. DUI, smoking in public, etc. There are rules like with alcohol but common sense applies. Areas like West Hollywood, the mayor has even given orders to the police not to arrest anyone for any misdemeanor marijuana offense regardless of prescription or not.

p.s. it has been legal for a long time now and no, society has not fallen apart.
