The new country would issue its own passports and driving licences, and living there would be tax-free - provided residents renounce their U.S. citizenship, Mr Means said.

Tax free? I wonder who will issue those free passports and driving licences. They think everythign is free but there are only two absolutes in this world, death and taxes. Silly wabbits.....

key word here is "indiginous" If you read the whole story they were waiting for the United Nations to layout a frame work for which they can move forward with thier plan.

People kill me with the off handed comments about collecting checks, ignorant to say the least.
