She's not a cop, she's a meter maid. They're a division of the NYPD in name only, they don't carry guns and can't arretst anyone.
By the way, there are over 30,000 members of the NYPD who are COPS, that doesn't count the meter maids. When you take a group of 30,000 people the odds are that there will be a few bad eggs.
