Ireland lost their rugby match against Wales this past weekend so it wouldn't be related to that...

Maybe he's just trying to get some mileage on the flag? March 17th is only one day, and maybe he thinks that's not long enough to properly show it off. Just like Christmas decorations that are up for weeks (or months) before and after the actual holiday, maybe he's just enjoying himself.
If he's that into it, be sure to wear green on the 17th. He might pinch you.  Dave
