Complete nonsense.
Just think of the physics and laws of thermodynamics. You are going to use electrolysis to make hydrogen (H2) gas. OK. The trouble is that it takes many times more energy to make it than your car consumes. The alternator you reference would be larger than your car's engine.
Just a side point, but vacuum advances went away when distributors went away, some years ago. Also, a vacuum doesn't suck. Instead, atmospheric pressure pushes.
