Anti Photo License Covers - legal?

are anti photo license covers legal in california? Can anyone shed some light on this.

I don't think they are legal if you follow the Vehicle Code strictly.

CA Vehicle Code Section 5201:

"(2) The installation of a license plate security cover is not a
violation of this subdivision if the device does not obstruct or
impair the recognition of the license plate information, including,
but not limited to, the issuing state, license plate number, and
registration tabs, and the cover is limited to the area directly over
the top of the registration tabs. No portion of a license plate
security cover shall rest over the license plate number.
(g) No casing, shield, frame, border, or other device that
obstructs or impairs the reading or recognition of a license plate by
a remote emission sensing device, as specified in Sections 44081 and
44081.6 of the Health and Safety Code, shall be installed on, or
affixed to, a vehicle."

License Plate Cover

If you trying to obscure you plate from red light and speed camera try this trick. get a clear document protector and run it through a paper shreader that does cross thatch shreading, so the finished product is fine particles, take plates off car, clean them, dry them, spray with a 3m type adhesive sprinkle the document protector particles on them, wait for it to dry, do a second application, and finish with a clear spray on varnish or poli-urithane (?sp). This will cause the flash from the camera to defract the image from the plate when big-brother takes the picture.

This stuff supposedly works very well. A Fox News story did a test with the local po-po and it was very effective. I advocate obeying all laws and would never encourage or facilitate any violation of the law.

I remember some store selling anti photo license covers in pep boys, auto zone or some auto store or one of them. So does that make it legal?
