I don't really have an opinion on BB, but it's not gouging.
By definition, gouging is raising the price above the normal price in the name of profit from limited supply. In this case, BB normally charges $1.69 per bottle (same $ for all 20oz Coke products, BTW). 24 of them works out to be exactly $40.56.
If anything, they've broken out the cases out of convenience for anyone who wants to spend $40 on water at a time. Which is all together silly considering that it'll take about six minutes to fill twice those bottles with drinkable water straight from the sky.
