I point simply to the Bank of Canada (Canada being part of the G8) for a central bank that is not privately owned, but rather owned by the Government of Canada. So, instead of twisting around the words central and federal, and dodging the question, accept that the statement that they are all privately owned is demonstrably false, without even having to debate the nuances of the private/public institution that is the US Federal Reserve System.
