It's to help all the poor suckers who bought hybrids offset the astronomic recycling costs.

Why don't we use that money to find more environmentally friendly ways to recycle our cars, like the EU does. Something like 90% of a new BMW can be recycled. Pity we don't have the means here.

We've had a provincial Scrap-It program for years. It seems to work well to get older, higher-polluting cars, off the roads. Junkers and cars that are parked don't qualify. Rebates depend on the difference in emissions between the old vehicle and the new method of transportation (car, public transit, bicycle, etc).
I don't think it makes sense to run a scrap car program to promote new car sales, but to cut exhaust emissions it is cheaper overall than tax credits on hybrids or diesels.

We have a huge aftermarket for parts on old cars and lots of people restore them. They are not driven as often so I don't see the advantage of this type of program. We need to try to keep as many of the old cars around for restoration purposes, for the parts, for the hobby.
I've used parts from doaner cars for my 67 mustang and lots of the guys I know who restore cars are always scrounging for parts. |
