define a method to get rid of "extortion" lawsuits crack down on healthcare fraud (presently at 20%) allow cross state line insurance compitition standardize malpractice/tort reform across the nation just these few things could dramatically reduce healthcare costs WITHOUT COSTING US ANYTHING!
