outsourcing law writing?!?

Seems the "stimulous bill" was not actually written by members of Congress - seems it was "outsourced" to a special interest group

Given that members had no time to actually read the bill, but voted it into law sightunseen, IS THIS CONSTITUTIONAL? Does it not say "Congress shall write the laws..." somewhere in the Constitution? Why are lobbyists and special interests writing LAW????? Out of what budget does the money come for such a thing?

Seems to me, members of Congress are not doing their job - 'gross dereliction' comes to mind in evaluating this circumstance. This Sucks!
