UPDATE:

tried to remove all the contacts again this morning and reconnected it again, removed and reinstalled the fuse, resetted ecu, banged the a/c panel because of frustration, etc etc....

yup! when i removed the connector at the back of...

yup! when i removed the connector at the back of the control panel, it turns the fan off.

the old FSR is the old style. the new one is the new style with smaller heat sinks...
