Before measuring should I drive with heat on or AC on? Or just start car and idle without heat on? Should temp be same as other side or should it be colder when ac is on?

You should be able to move that arm little bit down by yourself, to the position it should be. i had same problem (in winter when it froze and I had to give a little push so it would start working...
