Strut mounting bolts?

In realoem, it's hard to tell if these nuts and bolts are for top and bottom holes( same size). See pic below with arrows.
I am replacing the struts this summer and want to replace the nuts and...

Has the oil filter housing gasket been replaced? The gasket over the years are know to get hard and start leaking. A $10.00 fix if you do it yourself.

If you have no amperage draw with the sav sitting, I would say you have a bad battery.
What if you fully charge the battery and disconnect it from the vehicle and let it sit over night and check it...
