When there is a Webasto fitted, this is provided to supply additional heat at temperatures below 5 degrees C, particularly with Diesels which warm up more slowly. This is good for the occupants of the car, and emissions since the engine reaches operating temperature more quickly than without a Webasto.
The Webasto does not use fuel constantly, only when it is operating until operating temperature is reached. Disconnecting it is unlikely to save fuel, since any saving will be offset by an increase in consumption due to the longer warm up period, not to mention leaving you shivering.
If you have a short journey, on turning off the ignition, you will hear the air fan continuing to run for a short while, which it is designed to do, to cool the unit down. This will not be the case on a longer trip, as the cars normal heater is perfectly adequate once warmed up
