Hey guys. I wanted to update on what I found. This hose in my hand did go to engine dipstick tube. I had a heck of a time blowing this hose out. Turned out to be some plastic like a decal stuck in it. Also the tube going right into the dipstick was plugged. I pulled out the entire dipstick tube and cleaned/freed up the tube.
I have it all back together and still fighting a lean condition on both banks. I replaced the vacuum hoses on the back side of the intake and at the valve on the front of the exhaust manifold. I also replaced the hose going to the firewall.

Check the hose that connects the airbox to the throttle body and Idle Air Control (IAC). It is usually the small rubber hose that is connected to the IAC that is cracked and allows unmetered air into the system.
