Just an odments tray, its shaped like that so it can be lifted out easier. you can grip it between your thumb and fore finger comfortably. usually cup holders under it

It is for pens, but it works just as well for a tire pressure gauge. Standard equipment over the front cupholders, up until 2003 IIRC.
