Thank you very much, guys.
Now I know the inner two lights are not for high beam or night time driving. This is very different from my experience.

I had a look at mine last night. Now the big difference here is that I don't have Xenons on my car - they are optional in the UK - and in that case the inner light is used for the high-beam.

With halogens you get a high beam bulb.
With HID you get nothing.
With HID and Active Lights you get the bulb for it.

I have HID + Active Lights and when I tested it last night I was surprised to find out that I also dont have any bulb in the inner lights.

The flash function (where you pull the headlight stalk towards you) uses the HID - Why did BMW do this?

I have a 2005 E90 with HID & Active lights and the inner lights are used to flash and to assis the High Beam - much better idea.

I checked and the only time the inner bulbs are on is for DRL
