Well the design for the new Z8 has already been finalized and frozen. However, its just a waste of time for BMW to build and test full body prototypes at this time while they tweak out the chassis. (because its easier to work on this chassis, cheaper and gives BMW more time to hide its final design direction)

The mule we see here is the very first generation of early prototypes. The X6 has reached the end of its prototype stage. The test mules driven around are now full-spec cars, simply covered with lots and lots of camo. I agree, that BMW of late has been doing a very good job at hiding their cars with lots of camo. The E70 being a prime example (car with camo did not look anything like the final product).
