Will the 750i REALLY do 28.5 combined MPG? Is that US spec?

Imperial. US EPA ratings not available yet.
Will be similar to V8 from X6.

Does that mean 13 US mpg urban and 18mpg highway?

Then again, fuel consumption is not important for those being driven in the new 7.

No, it will do 24.8 You are reading the 740 (3.0tt) line.

Why would BMW quote US gallons in a European release?

The 750 at 24.8 mpg is doing 20.7 miles per US gallon.
The 740 at 28.5 mpg is doing 23.8 miles per US gallon.

Incidentally, that 750 fuel consumption figure (combined city/hwy) is pretty much what my 535 is doing, 11.5 litres/100 km. Good results for a V8.

It probably is imperial mpg. Even if it is that, it still in impressive. The current 750i European spec gets 24.8 mpg with 367 hp, the new 7 gets the exact same mileage with 40 more hp.

With all that said, the more I look at the new 7 series the more I like it over the old 7. It kind of makes me feel the way I first felt about the E70. I first I didn't like it, but the more you look at it, the more it makes the E53 seem dated. I believe that with time the 2009 7 series will make the E65 seem very dated and old.

I'm not sure what to think. The original press pics are still totally underwhelming and the car looks bland and awkward. The brochure shots, on the other hand, make it look fantastic. My current impressions:

The front end is not elegant and doesn't flow with the rest of the car. It doesn't exactly scream luxury or performance from this angle. The photoshop that darkus posted is amazing and really proves to me that the only part of the F01 that BMW totally f***ed up is the front bumper.

The rear end, while generally attractive, doesn't share any cues with any other BMWs. It lacks expression, and as others have mentioned looks a lot like the LS460's rear, sans the Lexus's attitude.

The interior is nice but nothing special. It looks well-built and it looks significantly nicer than the 3 and 5, but it can't match the A8 or S-Class.

Overall, it has a brilliant powertrain but it's not making me want one.
