How so? It's still a "new" car (i.e. never been owned) with new parts. It just happened to have some pieces swapped out prior to delivery. If a new car fails an inspection or mechanical test before it leaves the factory, do you think they junk it? Nope, they fix what's busted and sell it as new.
As long as the frame wasn't bent or other damage done that can't be corrected by replacing parts, that car would wind up at a dealership. Build-to-order cars are a different animal, since you can track their progress throughout the process and might wonder what "remedial bodywork and paint blemish amelioration" are and why they're adding 5 days to your delivery date...
