Here is a link to SIB about this. It is published in November 2005. According to that 'The customer must be informed about possible choises before delivery...' and 'The customer should not be charged for the coding... is an important contribution to a positive customer experience.'

Hey - try this one for a chance of success.

1. Get in the car, door closed, key to position 1 (accessory).
2. Turn the radio off, then back on.
3. Without touching any other buttons, press and hold the 'm' key for 10 seconds or so (use the RDS button on cars with the Navigation system) until the display changes.
4. Use the '+' and '-' buttons to change the display to 'GAL'.
5. Use the radio preset buttons (1 - 6) to set the sensitivity (1 = least, 6 = most).
6. Turn the radio back off and on to save the setting.

Looks to me like the relationship in the US between customer and dealer (or should I say $tealer?) is not nealer as friendly as over here in the UK (OK, we do pay more for our cars - tax etc etc), but, during the warranty period (3 years), I could drive to any UK dealer and get reprogrammes done free off charge - hell, they'll even loan me a car for the day if I choose to leave mine with them. Outside of warranty, most will do the work free of charge whilst the car is in for service.

My 06 has the musical button. Holding it in for a few seconds brings up the speed sensitive settings. Just set it to one and forget it.
