Whistle Weird AC issue

Sometimes the AC stops blowing. The AC clutch engages when i hit the snowflak button, so I know it's not that. However, if I pull the fuses and put them back in, it comes back. The fuses seem ok. I'm wondering if it might be the wiring behind the fusebox. If so, how do I get back there?
