That was the luck of the year problem solved.
Letting my wife drive the big Silver Bullet tonight.
She is getting used to the feel and where the controls are.

I'm sitting shotgun and decide to open the center console armrest up.
LOW-AND-BEHOLD..... my dash light problem is controlled by the opening and closing
of the armrest lid.
Now the dimmer works correctly, the dash lights come on WITH the headlight selector switch. HOT DAMN!!!!!!

getting home I removed the console storage box and fiddle with the wires.
I'm thinking they were getting strained with the lid closed.
I rerouted the wires to a more secure location.
The Silver bullet is working wonderful.

Just by random chance I searched dimmer problems and 1 other person had that problem
and wrote in about it.
Lucky me
