Acetone should work. I have Acetone but I find that anything Acetone will work on Lacquer thinner will do faster.

I did that but it seems like the bolt material being so hard that the snap-on bolt extractor doesn't bite into it to make a firm grip. I was thinking of soldering a allen key inside which is easily doable but the strength might not be good enough to brake the red loctite.

Solder is not going to be strong enough. The bigger the hole the better extractor will work. I've had to weld a nut or bolt on depending on the problem and use that to turn out the bolt.

Finally fixed.
That strut bolt killed me. It was so hard to drill through and the red loctite is like weld. I was going to ship it back to rockauto and get a new strut. Although, after attempting to extract it, it was risky. Also, it was $70 shipping and for just a bolt I thought it wouldn't be a big deal. Oh well, it was because the red loctite and stainless steal bolt. The bolt extractor wouldn't bite in the stainless steal to get a good grip. Heating wasn't an option either.
I took the strut out yesterday and crafted a support for it on the bench so I could work on it. Cobalt bits are the best for stainless steal (thanks bcredliner). So, carefully I drill the bolt to its inner thread diameter and then remake the thread. I had a similar bolt from the old Arnott and put it back in with red loctite. It's tight and solid as new now.

New bolt in.
