I tried clear coating my headlight lens also , with the same results, the clear coat won't take to the plastic, I just sanded with 3 types of sand paper and used compound and wax to finish it off.

Best approach is to have a good detail guy polish them then apply film. My headlights on a different car were transformed to new after this was done.
