I have that one too. But I removed it. I was missing the spare wheel remover assistant thing, bought one and eBay and basically the handle of the assistant prevent me using that thing.

I also have thought on that.
But in mine e61 it is the same.
And by in makes a xtra “hidden” storage area.

Whit that being said, as far as I can see on drawing there should be 2 separate parts, which create a sort of a sandwich.

I think you're right. According to this: RealOEM.com - Online BMW Parts Catalog

Part 7 is "trunk tray emergency wheel" and 17 is "cover, spare wheel recess".

I think what Csoerensen89s is showing in his photo is actually Part 7. Part 17 appears to go over it.
