Check the video again, did it take his arm off? Hard to tell but what he pulls back doesn't look like the complete arm.

Yep, you can see his left hand right at the end. Hope he learned his lesson! I could see maybe if there was no traffic, but there a lots of cars going by and he's parked on the edge of the lane.
