e53 headlights
recently purchased a 2nd hand set of headlights,,. so I can re finish the lenses and I noticed this on them , any one tell me if there supposed to do that or are these toast?

the first one has plenty of free movement , and the 2nd one is more restrictive , but still moves
I don't want to sand and polish these lights if there toast
