Anybody with ractive tips have the same problem?

Are they not Stanless steel(S/S)?They should be!No rust then!
Get a magnet and touch the tips with it !If the magnet sticks then your tips are rubbish and will rust!Otherwise,they are S/S and your rust is coming from your exhaust!

How much are those? If they are under $100 then they are just plain trash..

Magnets stick to stainless steel. The operative word there is "steel".

I think they are $60 per tip, are they still considered plain trash then?

Problems with word terminology!I can say Stainless or stainless steel,the latter being the more common term over here!Magnet DOESNT stick to stainless steel ,just try it on your X5s exhaust pipe!I have various grapes of S/S in my workshop and a magnet doesnt stick to them!
There are various grades os s/s, T304 is the more widely used in exhausts.Stainless steel doesnt rust although the one used on the X5s exhaust piping is prone to oxidation spots !
