When to replace shocks - ride quality.

So my X is a 2001 but has 28,000 miles. I was thinking it rides kind of rough but not sure when the shocks/struts should be replaced or if they wear out over time even with low miles (don't call me stupid, I just don't know these things).

But what is typical life and have others had to replace theirs? What are the signs? I have my 30,000 mile appointment set for late July - could have them look it over but wanted some feedback. Maybe put something aftermarket on.
